For foreign brands entering China, the most common question is: can I stock goods in China before paying duty? The answer is bonded warehousing.
1. What Is a Bonded Warehouse?
A bonded warehouse sits "inside China, outside customs": goods shipped in have not yet entered the Chinese customs territory, so customs duty, VAT, and consumption tax are deferred. You pay tax only on the quantity actually sold. Unsold goods can be shipped back out duty-free.
Example: import 1,000 bottles of wine into a bonded warehouse without paying tax first. Sell 500 and pay tax on 500. The remaining 500 can be returned abroad tax-free. Under general trade, you would pay tax on all 1,000 bottles at entry — and cannot recover it if they don't sell.

Step 3 — Ship out: customs release → leave the bonded warehouse → domestic courier delivery → tax deducted from the enterprise deposit account

Qualification: a company registered in the bonded-zone city, import/export rights, customs consignee/consignor filing, an e-port card, and cross-border e-commerce filing. Products: must be on the cross-border retail import positive list, meet Chinese quality standards and Chinese labeling, be traceable, and not be prohibited. Costs: storage about RMB 2–5/cubic meter/day; handling RMB 3–8/order; domestic courier similar to standard e-commerce; a deposit typically RMB 100,000–500,000.

- Over-stocking: sales drop and goods pile up — returns cost money too → replenish in small, frequent batches
