Can Imported Packaged Food Be Stored in a Category II-2 Warehouse?

The first question foreign food brands ask when entering China: can imported food be stored in an ordinary Category II-2 warehouse? The answer is yes — with conditions. A Category II-2 warehouse (fire classification Category II, Class 2, suitable for flammable solids and general cargo) fully meets the storage requirements of ambient packaged food, at a fraction of the cost of cold storage or climate-controlled facilities. The catch is that the warehouse itself must meet food-storage compliance standards.
1. International Client Scenario: Choosing the "First Stop" for Imported Food
The typical route for imported food: customs release → temporary/transit warehousing → Chinese label application → distribution warehousing → retail and e-commerce fulfillment.
Foreign brands should match their product to the right facility type:
- Ambient packaged food (long shelf life, no cold chain needed) → Category II-2 warehouse, the lowest-cost option
- Cold-chain food (dairy, frozen meat) → refrigerated or frozen storage
- High-value temperature-sensitive products (chocolate, wine) → climate-controlled warehouses
For most imported snacks, grain and oil, and condiment brands, a Category II-2 warehouse offers the best value — provided the facility meets basic food-storage compliance requirements.
2. Which Imported Foods Qualify for Category II-2 Warehouses
Suitable (ambient storage only):
- Packaged foods: biscuits, candy, instant noodles
- Rice, flour, grain and oil products
- Condiments, sauces, canned goods
- Ambient beverages and mineral water
- Dried goods, nuts, tea
Not suitable (require special storage):
- Fresh produce, fruits, vegetables → temperature-controlled chilled warehouses
- Frozen meat, seafood, quick-frozen food → cold storage
- Fresh milk, yogurt → chilled storage
- Chocolate, wine → climate-controlled warehouses
3. Hardware and Hygiene Requirements
| Item | Requirement | |------|------| | Floor | Epoxy coating, flat, non-absorbent, easy to clean | | Walls | Mold-resistant wainscoting up to 1.5 meters | | Doors and windows | Sealed, with insect screens and rodent guards | | Ventilation | Mechanical ventilation to keep the warehouse dry | | Moisture control | Goods palletized at least 10 cm off the floor |
Hygiene and personnel: daily cleaning with no standing water or oil stains; lidded trash bins emptied daily; staff hold health certificates and wear work uniforms; eating inside the warehouse is prohibited.
4. The Five-Distance Rule and Zoning
Five-distance standard: stack-to-stack ≥0.5 m, stack-to-wall ≥0.5 m, stack-to-column ≥0.3 m, stack-to-ceiling ≥0.5 m, stack-to-light ≥0.5 m. Keeping goods off walls and floors prevents moisture and rodents and supports fire safety and airflow.
Zoning: food zone, inspection-hold zone, conforming zone, locked non-conforming zone, and returns zone must be clearly separated; food and non-food items apart; strong-odor and odor-absorbing foods apart; liquids and dry goods apart.
5. Shelf-Life, Temperature, and Humidity Management
- Inbound: reject lots with less than one-third of shelf life remaining; reject items without production dates or shelf-life labels
- FIFO enforced by the WMS, which auto-allocates the earliest-expiring stock
- Near-expiry items (under 3 months) flagged red; monthly reviews; expired stock immediately isolated
- Temperature 10-30°C (25°C or below recommended); humidity 35-75% (60% or below recommended)
- Daily temperature/humidity records; dehumidify in the rainy season, cool in summer
6. Checklist for Choosing a Category II-2 Food Warehouse
- Verify the fire-classification document confirms Category II-2
- Check for a Food Business License and documented hygiene management
- Does the WMS support batch, shelf-life, and FIFO management?
- Has the operator served imported food brands, and can it support value-added services like Chinese label application?
