Foreign drugmakers must complete three steps:

1. Apply to NMPA for an Import Drug License / Pharmaceutical Product License
2. Clear customs, where authorities verify the license and test reports
3. Have a domestically GSP-certified company receive, store, and distribute the product — this is mandatory

Key point: foreign drugmakers do not build warehouses in China; they entrust storage and distribution to GSP-certified operators or third-party pharmaceutical warehouses. Personnel: the warehouse manager needs a licensed pharmacist qualification plus 3+ years of pharmaceutical warehousing experience; the quality manager needs a pharmacist license plus 5 years in quality management; inspectors need pharmacy-related education and certification; operators undergo annual health checks, and staff with infectious or skin diseases may not touch medicines.

4. Core Management Requirements

• Inbound inspection: verify shipping documents and test reports; sample at least two smallest packages per batch; lots with under 6 months of remaining shelf life are not accepted
• In-stock management: separate storage by batch, stack spacing ≥5 cm, clearance ≥10 cm from walls, ceilings, and floors; near-expiry first
• Outbound check: dual-person verification and signature on every dispatch
• Traceability: every pack traceable from supplier to patient, records kept 5 years, problem batches located within 4 hours

5. Common GSP Audit Findings and Penalties

Frequent findings: falsified temperature records, expired drugs mixed with conforming stock, unclear zoning, unqualified personnel.

Penalties by severity: minor violations — warning and corrective orders; serious violations — fines of RMB 10,000-30,000; severe violations (selling counterfeit or substandard drugs, temperature excursions ruining drug quality, record falsification) — fines of RMB 30,000-100,000 and revocation of the GSP certificate.
